“重(zhong)視安全”是(shi)(shi)一(yi)種(zhong)態度(du)、是(shi)(shi)一(yi)種(zhong)責任(ren)(ren)、更是(shi)(shi)一(yi)種(zhong)境界。黨的(de)(de)十八大以(yi)來(lai),習(xi)近平總(zong)書記多(duo)次對加強和創新安全生(sheng)產(chan)(chan)工作作出了一(yi)系列重(zhong)要論斷,多(duo)次強調(diao)“發展決不(bu)能以(yi)犧牲人(ren)的(de)(de)生(sheng)命為代價,這必須(xu)作為一(yi)條不(bu)可逾越的(de)(de)紅(hong)線”,為我們指明了方向,提(ti)供了遵循。近年來(lai),光電集團安全生(sheng)產(chan)(chan)總(zong)體形勢平穩,未發生(sheng)重(zhong)傷及以(yi)上安全生(sheng)產(chan)(chan)事故,成績看似不(bu)錯(cuo),但我們也清醒(xing)地認識(shi)到,安全生(sheng)產(chan)(chan)工作任(ren)(ren)重(zhong)道(dao)遠,容不(bu)得絲毫的(de)(de)麻痹大意和自我滿足(zu)。
一、作為單位“一把手”,要提高站位,立足全面,認清安全生產到底是什么
站(zhan)在國家層(ceng)(ceng)面,能否抓好安全(quan)生(sheng)產(chan),是檢驗光電集團各(ge)級黨委(wei)能否把(ba)習近平總(zong)(zong)書記(ji)(ji)的(de)重要(yao)(yao)指示批(pi)示精神落實(shi)到位(wei),堅決(jue)擁(yong)護(hu)“兩個確立”、真正做到“兩個維(wei)護(hu)”的(de)試金石;站(zhan)在集團公司(si)層(ceng)(ceng)面,能否為我(wo)軍備戰打仗提供(gong)安全(quan)可靠的(de)武器(qi)裝(zhuang)備,是支撐(cheng)集團公司(si)不(bu)辜負習近平總(zong)(zong)書記(ji)(ji)、黨中央、中央軍委(wei)、各(ge)軍兵種、各(ge)戰區部隊(dui)厚望的(de)重大政(zheng)治(zhi)任務;從(cong)自身(shen)(shen)發展來看,安全(quan)生(sheng)產(chan)是我(wo)們安身(shen)(shen)立命之本,也是實(shi)現高質(zhi)量發展的(de)根本要(yao)(yao)求和(he)前(qian)提條件。因此,我(wo)們必須站(zhan)在“四個一(yi)(yi)切”的(de)高度,深刻認識(shi)當前(qian)抓好安全(quan)生(sheng)產(chan)工作的(de)極端重要(yao)(yao)性,進一(yi)(yi)步提高政(zheng)治(zhi)站(zhan)位(wei)、強化責任擔當,把(ba)抓好安全(quan)生(sheng)產(chan)工作作為“第(di)一(yi)(yi)議題”和(he)首要(yao)(yao)政(zheng)治(zhi)任務,義(yi)不(bu)容辭地擺在各(ge)項工作的(de)優先位(wei)置(zhi)、首要(yao)(yao)位(wei)置(zhi)來推動(dong)。
二、作為單位“一把手”,要放眼全域,把握規律,摸清安全生產具體干什么
從行(xing)業(ye)角度(du)看,雖然光(guang)電(dian)(dian)集(ji)(ji)團(tuan)屬于(yu)非涉(she)火單位,本質(zhi)安(an)(an)(an)全(quan)(quan)(quan)度(du)較(jiao)高(gao),但(dan)相比(bi)火炸(zha)藥企(qi)(qi)業(ye),我(wo)們對(dui)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)的(de)認識、對(dui)事(shi)故(gu)案例的(de)警(jing)示警(jing)覺等方面(mian)可(ke)能還有(you)(you)差距。從管(guan)(guan)(guan)控(kong)模式看,作(zuo)為(wei)產(chan)(chan)研型子(zi)集(ji)(ji)團(tuan),所(suo)屬單位既有(you)(you)軍品(pin)(pin)(pin),又有(you)(you)民品(pin)(pin)(pin),既有(you)(you)研究所(suo),又有(you)(you)上市公司,不(bu)同的(de)治(zhi)理(li)主(zhu)體勢必帶來不(bu)同的(de)管(guan)(guan)(guan)控(kong)難(nan)題,所(suo)以(yi),安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)絕不(bu)能光(guang)喊(han)口(kou)號(hao)、念文件,而是需(xu)要(yao)(yao)(yao)(yao)我(wo)們按照(zhao)行(xing)業(ye)特點(dian)(dian),結合(he)實(shi)際,有(you)(you)主(zhu)有(you)(you)次地(di)系(xi)(xi)統(tong)(tong)(tong)性推進(jin),科學理(li)性地(di)運(yun)(yun)用零缺陷的(de)系(xi)(xi)統(tong)(tong)(tong)方法加以(yi)解決(jue)(jue)。一(yi)(yi)是要(yao)(yao)(yao)(yao)加強(qiang)預防(fang),堅(jian)(jian)(jian)決(jue)(jue)克服麻痹(bi)(bi)大意(yi)思(si)想。據統(tong)(tong)(tong)計,光(guang)電(dian)(dian)集(ji)(ji)團(tuan)共有(you)(you)各(ge)(ge)級危(wei)險(xian)(xian)點(dian)(dian)47個,涉(she)及變電(dian)(dian)所(suo)、危(wei)險(xian)(xian)化(hua)(hua)學品(pin)(pin)(pin)庫、鍋(guo)爐房、氣瓶庫、噴漆間、清(qing)(qing)洗間等,點(dian)(dian)多面(mian)廣。今年來,通過安(an)(an)(an)全(quan)(quan)(quan)隱(yin)(yin)患排查,共發(fa)現(xian)問題265項,盡管(guan)(guan)(guan)已整改249項,但(dan)仍有(you)(you)16項正(zheng)在整改,這(zhe)些問題,充分(fen)暴露(lu)出我(wo)們在安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)管(guan)(guan)(guan)理(li)工(gong)作(zuo)中(zhong),仍存在思(si)想麻痹(bi)(bi)、隱(yin)(yin)患排查不(bu)細不(bu)實(shi)、安(an)(an)(an)全(quan)(quan)(quan)自(zi)查走過場等現(xian)象,需(xu)要(yao)(yao)(yao)(yao)高(gao)度(du)重視,防(fang)患于(yu)未然。二是要(yao)(yao)(yao)(yao)加強(qiang)控(kong)制,持續完善(shan)(shan)體系(xi)(xi)化(hua)(hua)管(guan)(guan)(guan)理(li)經緯。一(yi)(yi)方面(mian)要(yao)(yao)(yao)(yao)縱向抓體系(xi)(xi),分(fen)管(guan)(guan)(guan)領導要(yao)(yao)(yao)(yao)履行(xing)“一(yi)(yi)崗雙責”,堅(jian)(jian)(jian)持系(xi)(xi)統(tong)(tong)(tong)治(zhi)理(li),切實(shi)將安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)責任落實(shi)到各(ge)(ge)個層級、各(ge)(ge)個環(huan)節、各(ge)(ge)個崗位,確(que)保本業(ye)務領域(yu)的(de)安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)履職盡責;另(ling)一(yi)(yi)方面(mian)要(yao)(yao)(yao)(yao)橫向建流程(cheng)(cheng),主(zhu)要(yao)(yao)(yao)(yao)領導要(yao)(yao)(yao)(yao)清(qing)(qing)楚生(sheng)(sheng)產(chan)(chan)線(xian)、產(chan)(chan)品(pin)(pin)(pin)和流程(cheng)(cheng),組(zu)織推進(jin)“一(yi)(yi)品(pin)(pin)(pin)一(yi)(yi)圖表”流程(cheng)(cheng)化(hua)(hua)管(guan)(guan)(guan)理(li),堅(jian)(jian)(jian)決(jue)(jue)做到危(wei)險(xian)(xian)點(dian)(dian)、危(wei)險(xian)(xian)作(zuo)業(ye)工(gong)序(xu)、危(wei)險(xian)(xian)作(zuo)業(ye)人(ren)員心中(zhong)有(you)(you)數(shu),實(shi)現(xian)本質(zhi)安(an)(an)(an)全(quan)(quan)(quan)。三是要(yao)(yao)(yao)(yao)動態糾(jiu)正(zheng),避(bi)免(mian)事(shi)故(gu)發(fa)生(sheng)(sheng)。總部要(yao)(yao)(yao)(yao)切實(shi)擔起安(an)(an)(an)全(quan)(quan)(quan)生(sheng)(sheng)產(chan)(chan)“總責”,發(fa)揮“鏈核”功能,以(yi)“一(yi)(yi)企(qi)(qi)一(yi)(yi)清(qing)(qing)單”“一(yi)(yi)部一(yi)(yi)清(qing)(qing)單”為(wei)抓手,依靠體系(xi)(xi)運(yun)(yun)行(xing)實(shi)現(xian)動態監管(guan)(guan)(guan)。各(ge)(ge)單位要(yao)(yao)(yao)(yao)不(bu)斷完善(shan)(shan)“風(feng)險(xian)(xian)辨識清(qing)(qing)單”和“隱(yin)(yin)患排查清(qing)(qing)單”等,系(xi)(xi)統(tong)(tong)(tong)施治(zhi),積極糾(jiu)偏,堅(jian)(jian)(jian)決(jue)(jue)遏制事(shi)故(gu)發(fa)生(sheng)(sheng)。
三、作為單位“一把手”,要著眼全局,不留死角,理清安全生產重點抓什么
一(yi)(yi)抓(zhua)(zhua)(zhua)(zhua)(zhua)“責(ze)任(ren)(ren)(ren)落實(shi)”。做好安(an)全工(gong)(gong)作(zuo)(zuo),必(bi)須做到(dao)全員參(can)與、各(ge)司(si)其職,各(ge)單位(wei)的(de)(de)(de)(de)(de)(de)安(an)全生產(chan)(chan)主要責(ze)任(ren)(ren)(ren)人(ren)(ren)、分(fen)管負(fu)責(ze)人(ren)(ren)、各(ge)部門負(fu)責(ze)人(ren)(ren)、班組長到(dao)作(zuo)(zuo)業(ye)現場(chang)的(de)(de)(de)(de)(de)(de)工(gong)(gong)作(zuo)(zuo)負(fu)責(ze)人(ren)(ren)是責(ze)任(ren)(ren)(ren)鏈條里的(de)(de)(de)(de)(de)(de)驅動輪,抓(zhua)(zhua)(zhua)(zhua)(zhua)責(ze)任(ren)(ren)(ren)落實(shi),首(shou)先(xian)要抓(zhua)(zhua)(zhua)(zhua)(zhua)這些“第一(yi)(yi)責(ze)任(ren)(ren)(ren)人(ren)(ren)”的(de)(de)(de)(de)(de)(de)責(ze)任(ren)(ren)(ren)落實(shi)。二抓(zhua)(zhua)(zhua)(zhua)(zhua)“盲區死角(jiao)”。加(jia)強(qiang)對分(fen)管業(ye)務內的(de)(de)(de)(de)(de)(de)風(feng)險隱患(huan)和(he)盲區死點排查,積極做好光電股份的(de)(de)(de)(de)(de)(de)產(chan)(chan)業(ye)園(yuan)建(jian)設(she)(she)、西光公司(si)朝陽園(yuan)區入園(yuan)企業(ye)、房屋租賃業(ye)務等(deng)相關方(fang)管理和(he)重(zhong)(zhong)大(da)科研項(xiang)(xiang)目及(ji)競標產(chan)(chan)品的(de)(de)(de)(de)(de)(de)外場(chang)試驗,做到(dao)不越位(wei)、不缺位(wei)。三抓(zhua)(zhua)(zhua)(zhua)(zhua)“高危人(ren)(ren)群”。海因里希(xi)法則(ze)告訴我們,安(an)全工(gong)(gong)作(zuo)(zuo)歸根到(dao)底是人(ren)(ren)的(de)(de)(de)(de)(de)(de)問(wen)題。要深(shen)入開展“反三違(wei)”專項(xiang)(xiang)整治,鐵面(mian)無私處理“三違(wei)”;同時要深(shen)刻分(fen)析“三違(wei)”背(bei)后的(de)(de)(de)(de)(de)(de)管理問(wen)題,摸清員工(gong)(gong)的(de)(de)(de)(de)(de)(de)心理狀(zhuang)態,對癥下藥,幫(bang)助員工(gong)(gong)解決(jue)工(gong)(gong)作(zuo)(zuo)上(shang)的(de)(de)(de)(de)(de)(de)困擾、思想上(shang)的(de)(de)(de)(de)(de)(de)煩惱。四抓(zhua)(zhua)(zhua)(zhua)(zhua)“責(ze)任(ren)(ren)(ren)追(zhui)究(jiu)”。嚴格(ge)(ge)執行安(an)全生產(chan)(chan)工(gong)(gong)作(zuo)(zuo)責(ze)任(ren)(ren)(ren)追(zhui)究(jiu)辦(ban)法,按照責(ze)任(ren)(ren)(ren)追(zhui)究(jiu)界面(mian)、責(ze)任(ren)(ren)(ren)追(zhui)究(jiu)方(fang)式、責(ze)任(ren)(ren)(ren)追(zhui)究(jiu)情形(xing)和(he)程(cheng)序等(deng),對發生較大(da)及(ji)以上(shang)問(wen)題并造成嚴重(zhong)(zhong)負(fu)面(mian)影響的(de)(de)(de)(de)(de)(de)單位(wei),嚴格(ge)(ge)責(ze)任(ren)(ren)(ren)追(zhui)究(jiu),并在年度績效(xiao)考核中予以體現。五抓(zhua)(zhua)(zhua)(zhua)(zhua)“隊(dui)伍(wu)(wu)建(jian)設(she)(she)”。要加(jia)強(qiang)干(gan)部隊(dui)伍(wu)(wu)建(jian)設(she)(she)、要求干(gan)部能(neng)夠在急難險重(zhong)(zhong)的(de)(de)(de)(de)(de)(de)形(xing)勢下,展現紀律性、高效(xiao)率、執行力和(he)硬手腕。要加(jia)強(qiang)專家(jia)隊(dui)伍(wu)(wu)、安(an)全生產(chan)(chan)管理人(ren)(ren)員、技能(neng)人(ren)(ren)才隊(dui)伍(wu)(wu)建(jian)設(she)(she),加(jia)強(qiang)政(zheng)策(ce)法規、業(ye)務知(zhi)識的(de)(de)(de)(de)(de)(de)培訓力度,提(ti)升(sheng)專業(ye)素養和(he)綜合(he)素質。
