深(shen)(shen)化認(ren)識(shi)。集團(tuan)公(gong)司(si)安(an)全(quan)生(sheng)(sheng)產和(he)重(zhong)(zhong)點(dian)任務工作會(hui)議召(zhao)(zhao)開(kai)后,我們迅速組(zu)織召(zhao)(zhao)開(kai)公(gong)司(si)黨委(wei)擴大(da)會(hui)議,認(ren)真學習傳達會(hui)議精神,引領帶動干部職工站在“高于一(yi)(yi)切(qie)、重(zhong)(zhong)于一(yi)(yi)切(qie)、先于一(yi)(yi)切(qie)、影響一(yi)(yi)切(qie)”的(de)高度,進(jin)一(yi)(yi)步深(shen)(shen)刻認(ren)識(shi)安(an)全(quan)生(sheng)(sheng)產是公(gong)司(si)履行好強(qiang)軍首(shou)責、實(shi)現高質(zhi)量發(fa)展的(de)根本要求(qiu)和(he)前提條件,切(qie)實(shi)把安(an)全(quan)生(sheng)(sheng)產擺在各項(xiang)工作優先位置、首(shou)要位置來推動,堅(jian)決做到不(bu)走樣、不(bu)跑(pao)偏、不(bu)搞(gao)變通、不(bu)打折扣。同時,針對近年來發(fa)生(sheng)(sheng)的(de)安(an)全(quan)事(shi)(shi)故,以系統思維、系統觀念進(jin)行了再(zai)(zai)反思、再(zai)(zai)認(ren)識(shi)、再(zai)(zai)分析(xi)、再(zai)(zai)評估(gu)、再(zai)(zai)強(qiang)基(ji)固本,并組(zu)織召(zhao)(zhao)開(kai)安(an)全(quan)生(sheng)(sheng)產專題(ti)民主生(sheng)(sheng)活會(hui),從思想認(ren)識(shi)和(he)靈(ling)魂深(shen)(shen)處(chu)再(zai)(zai)次深(shen)(shen)刻吸(xi)取事(shi)(shi)故教訓,真正(zheng)找到事(shi)(shi)故發(fa)生(sheng)(sheng)的(de)根本原因,切(qie)實(shi)舉一(yi)(yi)反三、系統治理,堅(jian)決避免安(an)全(quan)事(shi)(shi)故再(zai)(zai)次發(fa)生(sheng)(sheng)。
研究機理。一是(shi)以學習(xi)型(xing)企業建(jian)設為抓手,推動領導(dao)干(gan)部、安(an)(an)全(quan)(quan)管理人員和(he)(he)業務(wu)管理人員認真學習(xi)安(an)(an)全(quan)(quan)生產(chan)專業知識,深(shen)入一線開展調查研究,查找安(an)(an)全(quan)(quan)隱(yin)患及(ji)各類問題出現(xian)的(de)規律(lv),在(zai)完善相關制(zhi)(zhi)度(du)、優化業務(wu)流程的(de)同時,針對(dui)性采取預防、控(kong)制(zhi)(zhi)、糾正(zheng)措施,使(shi)各類要素處于安(an)(an)全(quan)(quan)可控(kong)狀態(tai)。二是(shi)以全(quan)(quan)彈裝配、戰(zhan)斗(dou)部裝藥工序制(zhi)(zhi)造以及(ji)火炸藥工程化應用3個維度(du)為切(qie)入,充分發揮國家國防科工局某產(chan)品(pin)技術(shu)創新(xin)中心平臺作(zuo)用,通過與科研院所、高校交(jiao)流合作(zuo)和(he)(he)聯(lian)合攻關等方(fang)式,深(shen)入開展涉(she)火產(chan)品(pin)安(an)(an)全(quan)(quan)技術(shu)機理研究,充分辨(bian)識安(an)(an)全(quan)(quan)隱(yin)患風險,準確(que)把握安(an)(an)全(quan)(quan)生產(chan)內在(zai)規律(lv),夯(hang)實(shi)公司安(an)(an)全(quan)(quan)生產(chan)管理基礎。
科技興安(an)。目前,公(gong)司(si)還有一(yi)些易燃易爆危(wei)(wei)險(xian)點,重(zhong)(zhong)大危(wei)(wei)險(xian)源,10人(ren)(ren)以(yi)(yi)上(shang)危(wei)(wei)險(xian)作(zuo)(zuo)(zuo)業(ye)場所, 3-9人(ren)(ren)危(wei)(wei)險(xian)作(zuo)(zuo)(zuo)業(ye)場所,這些都是公(gong)司(si)安(an)全(quan)管(guan)理的重(zhong)(zhong)中之重(zhong)(zhong)。今(jin)年,我們將(jiang)投入資金1.4億(yi)元,成立安(an)全(quan)技術改造工(gong)(gong)作(zuo)(zuo)(zuo)專班(ban),構建完善(shan)月度重(zhong)(zhong)點工(gong)(gong)作(zuo)(zuo)(zuo)推進機制(zhi),加快推動“十三五”專項安(an)全(quan)技術改造等重(zhong)(zhong)點項目落地實施,確(que)保2023年底徹(che)底消除10人(ren)(ren)以(yi)(yi)上(shang)危(wei)(wei)險(xian)作(zuo)(zuo)(zuo)業(ye)場所。同時,深(shen)入推進機械化(hua)換人(ren)(ren)工(gong)(gong)作(zuo)(zuo)(zuo),全(quan)面完成5個(ge)危(wei)(wei)險(xian)作(zuo)(zuo)(zuo)業(ye)工(gong)(gong)序人(ren)(ren)機隔離改造。另(ling)外,通(tong)過增加自(zi)動化(hua)控制(zhi)、遠程操(cao)作(zuo)(zuo)(zuo)等技術手段(duan),將(jiang)3~9人(ren)(ren)危(wei)(wei)險(xian)作(zuo)(zuo)(zuo)業(ye)場所由(you)一(yi)級風險(xian)降為二級以(yi)(yi)下風險(xian),進一(yi)步(bu)提(ti)升公(gong)司(si)生產線自(zi)動化(hua)、數(shu)字化(hua)、智能化(hua)水平,提(ti)升本質安(an)全(quan)度。
流(liu)(liu)(liu)程(cheng)(cheng)(cheng)(cheng)化(hua)管(guan)控(kong)(kong)。按照集團公(gong)司黨(dang)組(zu)部署,公(gong)司構建(jian)(jian)了“1+10+34+N”“平安晉西”安全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)管(guan)理(li)體(ti)(ti)系(xi),通(tong)過橫向搭建(jian)(jian)總體(ti)(ti)系(xi)下10個業(ye)務(wu)領域分體(ti)(ti)系(xi)、34個子體(ti)(ti)系(xi),縱向細(xi)化(hua)明(ming)確業(ye)務(wu)流(liu)(liu)(liu)程(cheng)(cheng)(cheng)(cheng)和管(guan)控(kong)(kong)標(biao)準,構建(jian)(jian)完善安全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)管(guan)理(li)經緯,切實將安全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)管(guan)控(kong)(kong)要(yao)求落實到每一(yi)個業(ye)務(wu)領域、業(ye)務(wu)流(liu)(liu)(liu)程(cheng)(cheng)(cheng)(cheng)和工序(xu)環(huan)(huan)節,依靠系(xi)統治理(li)和體(ti)(ti)系(xi)運(yun)行(xing)提(ti)升安全(quan)(quan)(quan)(quan)管(guan)控(kong)(kong)水(shui)平。一(yi)是(shi)從“人、機、料、法、環(huan)(huan)、測、運(yun)、急、制(zhi)”九個要(yao)素(su)進行(xing)綜合(he)施治,形成(cheng)全(quan)(quan)(quan)(quan)流(liu)(liu)(liu)程(cheng)(cheng)(cheng)(cheng)、全(quan)(quan)(quan)(quan)要(yao)素(su)、全(quan)(quan)(quan)(quan)過程(cheng)(cheng)(cheng)(cheng)、全(quan)(quan)(quan)(quan)員(yuan)參(can)與的安全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)合(he)力。二是(shi)在(zai)全(quan)(quan)(quan)(quan)面完成(cheng)公(gong)司涉(she)火(huo)生(sheng)產(chan)(chan)(chan)(chan)線、產(chan)(chan)(chan)(chan)品安全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)流(liu)(liu)(liu)程(cheng)(cheng)(cheng)(cheng)化(hua)管(guan)理(li)“四圖四表”建(jian)(jian)設的基礎上(shang),有序(xu)推進非(fei)涉(she)火(huo)生(sheng)產(chan)(chan)(chan)(chan)線安全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)流(liu)(liu)(liu)程(cheng)(cheng)(cheng)(cheng)化(hua)建(jian)(jian)設,積極探索信息化(hua)技術在(zai)安全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)管(guan)理(li)方面的應(ying)用(yong),建(jian)(jian)立安全(quan)(quan)(quan)(quan)生(sheng)產(chan)(chan)(chan)(chan)管(guan)控(kong)(kong)長效機制(zhi)。
壓實責(ze)(ze)(ze)任(ren)。一是(shi)(shi)堅持黨(dang)政同責(ze)(ze)(ze)、一崗(gang)雙責(ze)(ze)(ze),建立(li)完善橫向到邊(bian)、縱向到底的(de)“網格化(hua)”安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)責(ze)(ze)(ze)任(ren)體系,扎實推動領(ling)導班子(zi)成(cheng)員危險作(zuo)業班組(zu)聯(lian)系點制(zhi)度、中干進班組(zu)活動取得實效(xiao),形成(cheng)一級抓一級、層層抓落(luo)實的(de)工(gong)(gong)作(zuo)合力(li)。二是(shi)(shi)組(zu)建覆(fu)蓋公司產(chan)品設計、工(gong)(gong)藝技(ji)術、設備設施、綜合監管、教育培訓(xun)等(deng)領(ling)域30人的(de)安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)專家隊伍,對(dui)各單位(wei)(wei)開展常態(tai)化(hua)督導檢查,深入(ru)推動安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)責(ze)(ze)(ze)任(ren)制(zhi)和安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)標(biao)準化(hua)建設落(luo)實落(luo)地,對(dui)發現(xian)的(de)安(an)(an)(an)全(quan)問題(ti)隱(yin)(yin)患進行(xing)徹底的(de)管理、技(ji)術“雙歸(gui)零”。三(san)是(shi)(shi)堅持嚴(yan)的(de)主基調不動搖,構(gou)建實施公司安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)“一票否決”考核評(ping)(ping)價制(zhi)度,尤其針對(dui)涉火單位(wei)(wei),把(ba)安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)作(zuo)為(wei)考核評(ping)(ping)價領(ling)導班子(zi)履職情況的(de)第一標(biao)準,以鐵的(de)紀律、鐵的(de)手段、鐵的(de)心(xin)腸、鐵的(de)擔當(dang),對(dui)履職不到位(wei)(wei)、工(gong)(gong)作(zuo)不負(fu)責(ze)(ze)(ze)、責(ze)(ze)(ze)任(ren)不落(luo)實、隱(yin)(yin)患整改不力(li)的(de)領(ling)導干部進行(xing)嚴(yan)肅追責(ze)(ze)(ze)。四是(shi)(shi)大力(li)弘揚“三(san)嚴(yan)三(san)實”精神,將踐(jian)行(xing)“安(an)(an)(an)全(quan)第一、生(sheng)(sheng)命至上”的(de)安(an)(an)(an)全(quan)文化(hua)和傳(chuan)承“奉獻、細致、創新、協(xie)作(zuo)”的(de)遠(yuan)火文化(hua)有(you)機結合起來,引導干部職工(gong)(gong)常懷敬(jing)畏之心(xin),常思(si)憂(you)懼之意,把(ba)安(an)(an)(an)全(quan)文化(hua)根植于內心(xin)深處,心(xin)無旁騖抓好安(an)(an)(an)全(quan)生(sheng)(sheng)產(chan)、確保萬無一失。
