北化研究院集團慶陽化工補短板培育發展新動能

  中國兵器工業集(ji)團北化研究院(yuan)集(ji)團遼寧慶陽特種化工有限公(gong)司(si)圍繞扭虧(kui)脫困工作目標,通過狠抓重點項目建設、開源節(jie)流、管理(li)變革等(deng)(deng),補齊(qi)在產業升級、提(ti)質(zhi)增(zeng)效、基礎管理(li)等(deng)(deng)方面制約企業發展(zhan)的(de)短板,打(da)造可持續(xu)發展(zhan)新動能(neng)。2020年,公(gong)司(si)主營(ying)業務收入同比實(shi)現較大(da)增(zeng)加,考核(he)利潤大(da)幅減虧(kui),帶息負(fu)債、成本費用率等(deng)(deng)經濟指標得(de)到明顯(xian)改(gai)善,節(jie)能(neng)降耗成效顯(xian)著,經濟運行呈現穩(wen)中向(xiang)好的(de)良(liang)好態勢。

  項(xiang)目(mu)(mu)是產(chan)(chan)(chan)業發展的(de)載體,是推動慶陽化(hua)工(gong)(gong)(gong)脫困(kun)發展的(de)依托(tuo)。其(qi)中(zhong)核心(xin)能力(li)建(jian)設項(xiang)目(mu)(mu)事(shi)關(guan)企(qi)業行(xing)業地位(wei),能否(fou)高質量(liang)完成(cheng)項(xiang)目(mu)(mu)建(jian)設是落實(shi)好總書記(ji)批示的(de)重要(yao)基(ji)礎。根據(ju)項(xiang)目(mu)(mu)建(jian)設總體要(yao)求,慶陽化(hua)工(gong)(gong)(gong)統籌規劃(hua),編(bian)制(zhi)(zhi)項(xiang)目(mu)(mu)網絡計劃(hua)和項(xiang)目(mu)(mu)管理(li)(li)手冊,組(zu)建(jian)項(xiang)目(mu)(mu)建(jian)設指揮(hui)部(bu),明確各項(xiang)目(mu)(mu)組(zu)管理(li)(li)制(zhi)(zhi)度,細化(hua)工(gong)(gong)(gong)作流程(cheng),合(he)理(li)(li)調(diao)配資源,建(jian)立項(xiang)目(mu)(mu)建(jian)設獎勵機制(zhi)(zhi),嚴格把控(kong)項(xiang)目(mu)(mu)建(jian)設過程(cheng)中(zhong)存在的(de)風險點,確保項(xiang)目(mu)(mu)建(jian)設規劃(hua)化(hua)、合(he)法化(hua)管理(li)(li),將項(xiang)目(mu)(mu)建(jian)成(cheng)高標準(zhun)、高質量(liang)、高速(su)度、高效益的(de)使(shi)命(ming)工(gong)(gong)(gong)程(cheng)、信(xin)心(xin)工(gong)(gong)(gong)程(cheng)、精品(pin)工(gong)(gong)(gong)程(cheng)、廉潔工(gong)(gong)(gong)程(cheng)。2020年(nian),總體規劃(hua)建(jian)設項(xiang)目(mu)(mu)全(quan)部(bu)開工(gong)(gong)(gong),進入集中(zhong)施(shi)工(gong)(gong)(gong)階段。新一(yi)代(dai)產(chan)(chan)(chan)品(pin)中(zhong)試(shi)線建(jian)設進展順利。在產(chan)(chan)(chan)業融合(he)項(xiang)目(mu)(mu)方面(mian),混(hun)二硝(xiao)項(xiang)目(mu)(mu)基(ji)本完成(cheng)改(gai)造(zao)任(ren)務,并于2020年(nian)11月進行(xing)了實(shi)物料試(shi)車(che),已(yi)生產(chan)(chan)(chan)出(chu)合(he)格產(chan)(chan)(chan)品(pin)。硝(xiao)基(ji)胍項(xiang)目(mu)(mu)一(yi)期工(gong)(gong)(gong)程(cheng)已(yi)完成(cheng)驗證試(shi)驗,打通生產(chan)(chan)(chan)瓶頸,生產(chan)(chan)(chan)過程(cheng)安全(quan)可控(kong),二期工(gong)(gong)(gong)程(cheng)基(ji)本完成(cheng)收尾。這兩個(ge)項(xiang)目(mu)(mu)是慶陽化(hua)工(gong)(gong)(gong)實(shi)施(shi)產(chan)(chan)(chan)業融合(he)的(de)具體實(shi)踐,同時也標志著在探索混(hun)合(he)所有制(zhi)(zhi)經(jing)營模式方面(mian)邁出(chu)了重要(yao)一(yi)步(bu)。

  為做(zuo)好(hao)(hao)“開源節(jie)(jie)流(liu)”文章,促(cu)進(jin)(jin)提(ti)質增效,慶陽化工采取與專項(xiang)行動(dong)相(xiang)結合,把扎實(shi)推進(jin)(jin)各種降本增效舉措(cuo)融入決策、生產(chan)(chan)(chan)、經(jing)(jing)營等(deng)(deng)工作(zuo)(zuo)全(quan)過(guo)程。在(zai)(zai)確保(bao)主業(ye)生產(chan)(chan)(chan)合同全(quan)部按約定交付的基礎上(shang),持(chi)續加大(da)新一(yi)代產(chan)(chan)(chan)品(pin)(pin)優化力(li)(li)度和智能(neng)產(chan)(chan)(chan)品(pin)(pin)引進(jin)(jin)力(li)(li)度,并緊盯(ding)用(yong)(yong)戶需求,不(bu)斷加大(da)重(zhong)點(dian)產(chan)(chan)(chan)品(pin)(pin)成(cheng)熟(shu)技術和產(chan)(chan)(chan)品(pin)(pin)的推廣(guang)應(ying)用(yong)(yong),推動(dong)企(qi)業(ye)參(can)與更高(gao)層次競爭,使新一(yi)代產(chan)(chan)(chan)品(pin)(pin)銷售量同比明顯(xian)(xian)增加,企(qi)業(ye)規(gui)模效益(yi)不(bu)斷顯(xian)(xian)現(xian)。緊盯(ding)現(xian)有(you)民用(yong)(yong)產(chan)(chan)(chan)品(pin)(pin)上(shang)下游(you)產(chan)(chan)(chan)業(ye)鏈信(xin)息(xi),做(zuo)好(hao)(hao)差異(yi)化營銷,擠占市場(chang)份(fen)額。與此同時,持(chi)續規(gui)范經(jing)(jing)營管(guan)理(li)秩序,在(zai)(zai)保(bao)證穩健(jian)經(jing)(jing)營"控(kong)(kong)(kong)險"上(shang)下功(gong)夫,大(da)力(li)(li)管(guan)控(kong)(kong)(kong)成(cheng)本費(fei)用(yong)(yong),樹立“現(xian)金為王”的理(li)念(nian),加強資(zi)金預算管(guan)理(li),做(zuo)好(hao)(hao)資(zi)金集(ji)(ji)中管(guan)控(kong)(kong)(kong)、應(ying)收(shou)賬款清收(shou)、存貨時效監控(kong)(kong)(kong)、負債利息(xi)消減等(deng)(deng)工作(zuo)(zuo)。繼(ji)續推進(jin)(jin)降本節(jie)(jie)支(zhi),聚焦效益(yi)和效率,追求價值創造,完善(shan)采購(gou)價格管(guan)理(li)層級(ji),降低采購(gou)成(cheng)本。集(ji)(ji)中整合二級(ji)庫房,實(shi)施(shi)物資(zi)集(ji)(ji)中管(guan)理(li),優化資(zi)源配(pei)置,堅決杜絕物料采購(gou)、能(neng)源管(guan)控(kong)(kong)(kong)、原(yuan)(yuan)料消耗、費(fei)用(yong)(yong)支(zhi)出等(deng)(deng)生產(chan)(chan)(chan)經(jing)(jing)營各環節(jie)(jie)存在(zai)(zai)的浪費(fei)現(xian)象,全(quan)年原(yuan)(yuan)材(cai)料采購(gou)成(cheng)本、原(yuan)(yuan)材(cai)料消耗、能(neng)源動(dong)力(li)(li)消耗、財務費(fei)用(yong)(yong)同比超(chao)額完成(cheng)節(jie)(jie)約1000萬元(yuan)的工作(zuo)(zuo)目標。完成(cheng)降低一(yi)般(ban)性管(guan)理(li)費(fei)用(yong)(yong)和非生產(chan)(chan)(chan)性支(zhi)出指標。

  針對企(qi)業基礎管(guan)(guan)(guan)理(li)薄弱的(de)狀況,慶陽化(hua)(hua)(hua)(hua)工圍繞強軍首(shou)責核心使命,堅持問題導向、目(mu)標導向和結(jie)果導向,開啟管(guan)(guan)(guan)理(li)變革破冰行動(dong)。重點開展(zhan)戰(zhan)略及預算管(guan)(guan)(guan)理(li)體(ti)(ti)系(xi)優化(hua)(hua)(hua)(hua)、科(ke)技研發(fa)體(ti)(ti)系(xi)優化(hua)(hua)(hua)(hua)、項目(mu)管(guan)(guan)(guan)理(li)體(ti)(ti)系(xi)優化(hua)(hua)(hua)(hua)、生產運營體(ti)(ti)系(xi)優化(hua)(hua)(hua)(hua)和保障服務(wu)體(ti)(ti)系(xi)優化(hua)(hua)(hua)(hua),逐步形成(cheng)五大管(guan)(guan)(guan)控體(ti)(ti)系(xi)相互支撐、協同作戰(zhan)的(de)工作合力,搭建起管(guan)(guan)(guan)理(li)體(ti)(ti)制機制更加成(cheng)熟、組織結(jie)構(gou)扁(bian)平(ping)、人員精干高效(xiao)、管(guan)(guan)(guan)理(li)流程順暢、資源(yuan)集約共享、制度標準(zhun)統一的(de)可持續發(fa)展(zhan)框(kuang)架,推動(dong)發(fa)展(zhan)提速。
