9月1日,隨著(zhu)第一批28臺車輛及相關(guan)資(zi)產集(ji)中劃(hua)轉到(dao)儲運(yun)公司(si)工(gong)(gong)作的完成,標志著(zhu)中國兵器工(gong)(gong)業集(ji)團(tuan)北化研究(jiu)院(yuan)集(ji)團(tuan)慶陽(yang)化工(gong)(gong)公司(si)車輛改(gai)革全(quan)面啟動,開始進入模擬市(shi)(shi)場化試運(yun)行(xing)模式,向著(zhu)最終完全(quan)進入市(shi)(shi)場化管理邁(mai)出重要一步 。 實施(shi)(shi)非(fei)核心(xin)(xin)業(ye)(ye)(ye)務(wu)(wu)市(shi)場化(hua)改(gai)(gai)(gai)革是行(xing)(xing)(xing)業(ye)(ye)(ye)可持續發展的需要,也是慶陽(yang)化(hua)工聚集主(zhu)業(ye)(ye)(ye),提升核心(xin)(xin)競爭力(li),更(geng)好履行(xing)(xing)(xing)國防使(shi)命的重要路徑。慶陽(yang)化(hua)工現有包(bao)括危險品運(yun)輸車輛、特種作業(ye)(ye)(ye)車輛、公務(wu)(wu)車輛及通勤(qin)車輛等(deng)各類車輛209臺(tai),每年的運(yun)輸費(fei)(fei)用(yong)較高,是公司生產(chan)成本支出的重要組(zu)成部分(fen)。在(zai)推(tui)進(jin)非(fei)核心(xin)(xin)業(ye)(ye)(ye)務(wu)(wu)改(gai)(gai)(gai)革過程中,針對運(yun)輸資(zi)產(chan)狀況(kuang)差,基礎設施(shi)(shi)老化(hua)嚴(yan)重,運(yun)行(xing)(xing)(xing)體(ti)制僵化(hua),費(fei)(fei)用(yong)居高不下的狀況(kuang),為進(jin)一(yi)步(bu)提升企業(ye)(ye)(ye)主(zhu)業(ye)(ye)(ye)核心(xin)(xin)能力(li),降低運(yun)輸成本,改(gai)(gai)(gai)善基礎設施(shi)(shi)條件(jian)(jian),慶陽(yang)化(hua)工根據“統(tong)籌規劃,分(fen)步(bu)實施(shi)(shi),試(shi)(shi)點先行(xing)(xing)(xing),積(ji)極穩妥”的市(shi)場化(hua)運(yun)作指導原則,按照社(she)會化(hua)、市(shi)場化(hua)的改(gai)(gai)(gai)革方向,整合運(yun)輸及搬運(yun)資(zi)源(yuan),從推(tui)進(jin)車輛及其相關資(zi)產(chan)集中管理(li)改(gai)(gai)(gai)革入手,逐步(bu)推(tui)進(jin)車輛模擬市(shi)場化(hua)試(shi)(shi)運(yun)行(xing)(xing)(xing),為今后進(jin)行(xing)(xing)(xing)全(quan)面市(shi)場化(hua)運(yun)行(xing)(xing)(xing)創造前提條件(jian)(jian)。 此次(ci)車(che)輛集中管(guan)理(li)(li)改革堅持“整體策劃,統籌資源,集中管(guan)理(li)(li),分步(bu)實(shi)施(shi)”的(de)基(ji)(ji)本思路,采取“集中整合(he)分兩批(pi),三個階段(duan)實(shi)施(shi)”的(de)基(ji)(ji)本模式,主要是將(jiang)公(gong)(gong)(gong)(gong)司(si)各(ge)單位(wei)車(che)輛(民爆公(gong)(gong)(gong)(gong)司(si)及公(gong)(gong)(gong)(gong)司(si)辦(ban)公(gong)(gong)(gong)(gong)室小車(che)隊除外)分批(pi)統一劃轉儲(chu)(chu)(chu)運公(gong)(gong)(gong)(gong)司(si)。作為運輸及搬(ban)運模擬市場化主體單位(wei),儲(chu)(chu)(chu)運公(gong)(gong)(gong)(gong)司(si)對外不具有法人資格(ge),對內由經營(ying)管(guan)理(li)(li)團隊實(shi)施(shi)自主經營(ying)、自負盈虧的(de)管(guan)理(li)(li)模式。車(che)輛模擬市場化試運行后,慶陽化工所有用車(che)任務由儲(chu)(chu)(chu)運公(gong)(gong)(gong)(gong)司(si)成立的(de)運輸服務部統一安(an)排。儲(chu)(chu)(chu)運公(gong)(gong)(gong)(gong)司(si)將(jiang)建立科學合(he)理(li)(li)的(de)調度協調指揮系(xi)統,統籌安(an)排車(che)輛資源,保(bao)障各(ge)單位(wei)生產及輔助用車(che)需求。 通過車(che)輛改革(ge),實施模擬市場化試運(yun)行既實現(xian)了車(che)輛及駕駛員資源統(tong)籌配置,又(you)實現(xian)了運(yun)輸業務(wu)資源的整合(he),將有效(xiao)提高(gao)(gao)工(gong)作效(xiao)率(lv)、及服務(wu)質量,大幅降低運(yun)行成本與費用。(胡國強 張高(gao)(gao)新) |
